BT is not like eMule. The rule is : The more you pay, the more you will get.

I am very sorry I didn't pay enough attention on your network condition.

In this case, you should go back to use eMule.
BT will not suit you if you can upload 15 k only.
You will really feel the speed, only if you upload 30k above.
I am using UT too and mostly I download stuff from
registered websites. Most of the time, the rate of the d/u are
2:1. Sometimes 8:1 if I download muti-tasks and upload 60k.
The fastest I can get is 400k download speed.

If you are not going to download a lot of game iso like 360 games (DVD9),
go back to eMule. You only need to upload 12k to get the 200k download speed.

P.S. Even if you can get 150k DL speed from a 15k UL speed,
   How long do you have to upload to get your D/U ratio back to 1:1 ?
   As far as I know, those register webs require at least 1:0.7 D/U ratio on each file.
   Or they will kick you out within a month.
